I may add that Mr. Caldwell, whose experience, both in the Office I now fill, and of the native character, renders him a high authority in such matters, informs me that he adheres now to the expressed opinion he gave in 1857, viz. that it would be most unadvisable to interfere, by Medical Supervision, with the Brothels for Chinese.

In compliance with the Memorandum by His Excellency the Governor on C.O. Document No. 911 on the subject of contagious diseases, I have the honor to make the following observations.
The Returns furnished by the Army Medical Department convey a correct impression of the percentage of venereal disease treated in Hospital. Thus it is stated that in 1866 there were
